Irregular DG transport penalized: dangerous goods transport must use licensed resources

Yongchun enforcement case reminds companies to pay attention to transport compliance

On July 16, 2026, Yongchun County transport authorities worked with expressway enforcement departments to conduct dangerous goods transport safety inspections and identified a suspected illegal dangerous goods transport case at the Hushan expressway entrance.

According to the on-site inspection, a driver was transporting multiple drums of paint products in a light box truck. The packages carried flammable dangerous goods labels, but the vehicle had not obtained the relevant dangerous goods transport permission and did not have dangerous goods road transport qualifications.

Under relevant regulations, enforcement authorities imposed penalties on the responsible parties, including a fine of RMB 30,000 on the vehicle owner.

Ordinary trucks cannot replace dangerous goods transport vehicles

In actual operations, some companies may assume that a small quantity of goods, the use of a normal box truck, or the presence of dangerous goods labels is enough to arrange transport directly.

However, dangerous goods transport is not determined only by whether a hazard label is attached. It also involves hazard class, UN number, packaging requirements, vehicle qualifications, driver and escort qualifications, and transport safety management requirements.

Paints, coatings, adhesives, and industrial products containing flammable solvents must be managed under dangerous goods transport requirements when they meet the relevant dangerous goods criteria.

What should companies confirm before arranging DG transport?

1. Confirm the transport attributes of the cargo. Companies should review SDS/MSDS, hazard classification, and transport rules to determine whether the cargo is dangerous goods, including product name, UN number, hazard class, packaging method, and transport conditions.

2. Choose a carrier with dangerous goods transport qualifications. DG road transport must comply with regulatory requirements covering qualified vehicles, professional drivers, escorts, and vehicle safety management.

3. Review transport documents in advance. Before DG transport, companies should confirm SDS/MSDS, transport identification reports, packaging information, dangerous goods transport documents, and export declaration materials.

VCEN reminder

Dangerous goods transport is not simple cargo handling. It is a comprehensive management system involving regulations, classification, packaging, vehicles, personnel, and operating procedures.

Before arranging DG transport, companies should confirm cargo attributes and transport requirements in advance, and choose service providers with professional capability and legal qualifications to avoid penalties, delays, or safety risks caused by insufficient transport qualifications.

VCEN International Logistics continues to monitor dangerous goods transport industry updates and provides support for DG ocean freight, warehousing, trucking, customs declaration, and compliance documents to help companies complete dangerous goods export transportation more safely, compliantly, and efficiently.
